Military (Supplemental) Type Certificate
According to Air Law no. 21/2020, state aircraft registered in Romania, their engines and propellers must hold a Military Type Certificate issued in accordance with the applicable specific regulations, covering the complete product, including all parts and equipment installed on it.
The 4 steps of the Type Certification process:
– Technical Familiarisation and Certification Basis
The aircraft manufacturer presents the project to AAMN when it is considered to have reached a sufficient degree of maturity. The AAMN certification team and the set of rules that will apply for the certification of this specific aircraft type are being established (Certification Basis).
– Establishment of the Certification Programme
AAMN and the manufacturer need to define and agree on the means to demonstrate compliance of the aircraft type with each requirement of the Certification Basis.
– Compliance demonstration
The aircraft manufacturer must demonstrate compliance of its product with regulatory requirements: the structure, engines, control systems, electrical systems and flight performance are analysed against the Certification Basis. This compliance demonstration is done by analysis during ground testing (such as tests on the structure to withstand bird strikes, fatigue tests and tests in simulators) but also by means of tests during flight. AAMN performs a detailed examination of this compliance demonstration, by means of document reviews and by attending some of these compliance demonstrations (test witnessing).
– Technical closure and issue of approval
If technically satisfied with the compliance demonstration by the manufacturer, AAMN closes the investigation and issues the certificate.
AAMN can validate the certification of other Authorities aircraft models according to applicable Mutual/Internal Recognition process between the AAMN and the concerned Authorities.
Military Certificate of Airworthiness
According to Air Law no. 21/2020, Romanian state aircraft shall hold a Military Certificate of Airworthiness issued by the AAMN as a demonstration that the aircraft conforms to the type design approved in the Military Type Certificate and that all relevant documentation, inspections and tests demonstrate that the aircraft is in safe operation.
