1.3 AUTHORISATION OF MAINTENANCE TRAINING ORGANISATIONS (MTO) RMAR 147

The activity is carried out according to the regulation RMAR 147.

In order to be able to demonstrate that it has the capacity and means to fulfil its obligations as well as the privileges related to the authorization granted, the maintenance training organization must comply with the RMAR 147, as well as the AMCs and the associated GMs.

A. Initial MTO authorization

Documents/Forms:

– Letter of Intent for the authorization of the MTO;

– RMAR Form 12 – Application for RMAR 147 Approval;

– RMAR Form 4;

– Support materials for the basic or aircraft type theoretical and practical training process (including TNA).  Support materials represent all theoretical knowledge courses, practical training syllabus, sample examination questions and any other materials considered relevant;

– RMAR 147 maintenance training organisation exposition compliance checklist;

– Self-assessment checklist;

– Others certification (ARACIP, ARACIS);

– Schedule for initial authorization.

B. Continuous Supervision of Authorized Maintenance Training Organizations

In order to maintain a Certificate of Authorization, the maintenance training organization must permanently prove that the conditions of the authorization have been maintained.

The authorisation conditions represent:

– continuous compliance of the organisation with the provisions of RMAR 147;

– allowing AAMN access to conduct its own investigations with the maintenance training organisation.

C. Changes to the Maintenance Training Organisation

The MTO notifies AAMN of any proposed changes to the organisation that affect the approval before any such change takes place, in order to enable AAMN to determine continued compliance with RMAR 147 and to amend if necessary, the MTO approval certificate.

AAMN may prescribe the conditions under which the MTO may operate during such changes unless AAMN determines that the MTO approval must be suspended. Failure to inform AAMN of such changes may result in suspension or revocation of the MTO approval certificate backdated to the actual date of the changes.
