1.1.2 Military Production Organisations Approval (MPOA)

The activity is carried out according to the regulation RMAR 21 Subpart G.

In order to be able to demonstrate that it has the capacity and means to fulfil its obligations as well as the privileges related to the authorization granted, the production organization must comply with the RMAR 21, as well as the AMCs and the associated GMs.

A. Initial PO authorization

Documents/Forms:

– Letter of Intent for the authorization of the PO

– Self-assessment checklist

– RMAR 21 Subpart G production organisation exposition compliance checklist

– RMAR Form 50

– The Certificate of Incorporation (certificate of trade registration) as detailed on the RMAR Form 50 with a translation in English, if it is not in Romanian language. A courtesy translation may be accepted. The Certificate of Registration is aimed to demonstrate the Principal Place of Business and the legal entity name.

– RMAR Form 4

– Schedule for initial authorization

B. Continuous Supervision of Authorized Production Organizations

In order to maintain a Certificate of Authorization, the production organization must permanently prove that the conditions of the authorization have been maintained.

The authorization conditions represent:

– continuous compliance of the organization with the provisions of RMAR 21 Subpart G;

– allowing AAMN access to conduct its own investigations with the production organization, including its partners, subcontractors and suppliers.

C. Significant changes to the MPO authorization

After the issue of a Military Production Organisation Approval, each change to the approved production organisation that is significant to the showing of conformity or to the airworthiness of the product, part or appliance, particularly changes to the quality system, shall be approved by the AAMN.

In accordance with RMAR 21 Subpart G, the AAMN will investigate, as appropriate, any significant change to a production organization’s authorization, including a change in the terms of the authorization, notified to it and completed on the RMAR Form 51.

An application for approval shall be submitted in writing to the AAMN and the organisation shall demonstrate to the AAMN before implementation of the change that it will continue to comply with RMAR 21 Subpart G.

Also, in accordance with RMAR 21 Subpart G, the AAMN will establish the conditions under which an approved production organization may operate during these changes, unless the validity of the authorization certificate must be suspended.

D. Minor changes to the MPO authorization

In accordance with RMAR 21 Subpart G, the AAMN shall monitor through the surveillance program of each approved production organization any minor changes that occur within it after the issuance of the authorization for that production organization. Minor changes can be defined generically as those changes that cannot have a significant impact on the conformity/airworthiness of each product and/or article (part or piece of equipment), respectively on the organizational structure or the terms of the authorization.
