A Military Design Organisation Approval is the recognition that a Design Organisation complies with the requirements of RMAR 21 Subpart J. The approval includes terms of approval defining:
- Scope of approval: The type of design activities including fields of expertise
- Categories of products: The applicable products such as Large Airplanes, Engines, Small Rotorcraft, etc.
- List of products: The list of products for which the MDOA holder is Type Certificate applicant or holder (if applicable)
- Privileges.
A MDOA holder can:
- Perform design activities within the scope of approval
- Have compliance documents accepted by the AAMN without further verification
- Perform activities independently from the AAMN
- Limitations: Any limitations on the above

Applications
A Design Organization Approval can be applied for by submitting an application form to AAMN (RMAR Form 80) and Letter of Intent for the authorization of the DO.
In addition, the following information needs to be provided to AAMN during the investigation process:
- RMAR Form 4 – Qualifications and Experience of Management Staff Personnel. Normally this Form 4 is required for:
– Head of Design Organisation
– Chief of the Office of Airworthiness
– Chief of the Independent System Monitoring
- Design Organisation Handbook and Procedures
- Self-assessment checklist
- The Certificate of Incorporation (certificate of trade registration) as detailed on the RMAR Form 80 with a translation in English, if it is not in Romanian language. A courtesy translation may be accepted. The certificate of Registration is aimed to demonstrate the Principal Place of Business and the legal entity name.

Changes to the terms of approval
Each change to the terms of approval is approved by the AAMN. An application for a change to the terms of approval shall be made on RMAR Form 82.
Duration and continued validity
A Military Design Organisation Approval can be issued for a limited period. It shall remain valid for that duration unless:
– The design organisation fails to demonstrate compliance with the applicable requirements of RMAR 21 Subpart J; or
– AAMN is prevented by the holder or any of its partners or subcontractors to perform the investigations; or
– There is evidence that the design assurance system cannot maintain satisfactory control and supervision of the design of products or changes thereof under the approval; or
– The certificate has been surrendered or revoked.
Amendment of a Military Design Organisation Approval AAMN monitors any minor change through the continued surveillance activities. AAMN investigates any significant change of a design organisation approval or application by the holder of a design organisation approval for an amendment of the scope and terms of approval. When AAMN is satisfied that the requirements of RMAR 21 Subpart J continue to be complied with, it shall amend the Military Design Organisation Approval accordingly.
